To fix the Windows 11 Photo issues follow these steps:
- Search for the SETTINGS app on your computer
- Click INSTALLED APPS and the find PHOTOS
- Click on the 3 Dots and select Select Advanced Options or MORE
- Scroll down to RESET and do a Repair and Reset.
Opening a Windows Photo should now be fixed and your error message should go away
