With one email address, you can have two Microsoft Accounts – a work version and a personal version and they both have different passwords, and even the same login page – https://office.com

Microsoft is asking for you to create or log in with your personal Office account, the WORK one doesn’t …. WORK
I think the reason for this is because Microsoft has poor planning but also they can’t legally do the same data tracking for company accounts that they can do for us regular old USA citizens.

So, how do you log in to that Windows computer without creating a Microsoft tracking account and the subsequent brain-chip that there bouncing around down in R&D?
DON’T CONNECT YOUR COMPUTER TO WIFI OR ETHERNET WHEN YOU TURN IT ON
If no internet, then Windows cannot log you in and therefore ask for your email account. From there you simply CREATE A USERNAME (with no email address at all)
If you are already signed in or connected to a wireless network then you would have to literally leave your office or home and go to a place where you are no longer connected to said network, even if you reboot the machine it will still reconnect to the wireless network
It is typical Microsoft scumbaggery and has made my life as an IT person all that much worse as I often forget to skip the WIFI connection option and then find myself leaving my home/office so that I can walk far enough away from the Wi-Fi connection to get back option to just create a simple username
